What
is it for?
FLoSC-PAD (FLoSC – Preparation & Analysis of Data) helps local
councils in managing their data input to
FLoSC (Forecasting Length of
Stay and Cost). In other words, it consists in preparing and analyzing
data related to publicly funded residents in institutional long-term care
(LTC) in order to analyse the patterns of length of stay (LOS) and forecast
cost of a council’s known commitments for a period of time.
How can it
help?
It is worth pointing out that the main issue with using
FLoSC is obtaining
the right data and reshaping the data into the right format. However,
once the data issue is sorted out, the continuing use of
FLoSC will be
very straightforward.
FLoSC-PAD provides a consistent and unique format to use FLoSC properly.
It enables local councils’ budget planners to extract and prepare
data before using FLoSC.
FLoSC-PAD is also a useful stand-alone tool as it provides a summary on
the movement of publicly funded residents in institutional Long-Term Care
(LTC) for a period of time and statistics on residents’ costs and
ages at admission.
Furthermore, this tool makes possible the development of the knowledge
base which will allow HSCMG to provide feedback on how the results of
a local council compare with others.
How is it
done?
FLoSC-PAD generates
FLoSC input data and provides preliminary analyses based on data routinely
captured by local councils, such as date of admission, date of discharge,
destination of discharge, average weekly cost, etc.
Who developed
it?
FLoSC-PAD was developed
by the Health
and Social Care Modelling Group (HSCMG) of the University
of Westminster for the Care
Services Efficiency Delivery (CSED) Program of the Department
of Health.
